It appears to have had an inscribed plaque attached in the past, now long gone. Perhaps it was given as an award to commemorate some exemplary work or civic achievement. Judging by the design of his suit lapels - it seems to date from the 1940's to 50's with a narrower lapel and wide notch. We call him "Mr Briefcase" after a Lee Ritenouer song. See less
