A hair receiver is a small vessel with a hole on the lid that was kept on dressing tables in the Victorian era to store hair removed from brushes. The hair was then recycled in a number of ways. The graceful shape and monochromatic color of this antique piece allow it to look good in both a modern or traditional decor. The mark is not the easiest to read, but appears to be PL Limoges France.
