This great centerpiece or decorative flower holder is probably French or Austrian, the base and flower parts appear to be cold painted bronze and the cattail foliage appears to be painted copper. There was probably a bird on the large lower leaf at the edge. Circa 1900

Condition: Some heavy wear including patination and loss to the painting with unusual bends to the foliage. Missing a bird at the large leaf near the base most likely.
