The cartouche is Dutch, considerably predating the formation of the present-day Netherlands.

A visored helmet with an expansive foliate plume forms the crown that sits on top of the heraldic display. Leaf husks, volutes, and C-scrolls surround a shield that depicts a rampant lion reaching towards an eight-point star. The well-carved wood has a dark brown hue with some traces of green paint, indicating that there was a different finish at one point. This might have been part of a larger piece of furniture or art originally, but it has since been mounted to a more contemporary painted black stand with thin molding.
