It depicts the live demonstration of "The Perseverance", the steamboat prototype created by John Fitch, a Connecticut - born inventor
On August 20th, 1787 Fitch presented his 45-foot-long working model along the Delaware River in front of the delegates who were in Philadelphia as part of the Constitutional Convention. Impressed by the sight of the curious vessel moving at a speed of 4 miles per hour, the delegates praised the inventor eagerly
"The Perseverance" was widely recognized as America's first steamboat
The plate is signed lower right by Robert F. Harper, an American artist working at the turn of the 19th/20th century who created series of woodblocks, illustrating The Independence among other Historical American moments

The woodblock presented can be dated to the early 20th century
It is mounted in an ebonized wooden frame. No glass.
