This lovely little piece was made by Royal Doulton in 1948 and is titled Blithe Morning, with item number HN2021. The sculpture is a very charming depiction of a pretty young woman in a blue and pink dress with a pink, blue, and orange scarf, holding a blue hat with a purple bow. The piece is stamped on the bottom as having been made in England by Royal Doulton, the fine china and collectibles company, see pictures.
