Drawing by Vermont artist Frank Wallace (1915/18-2003). Wallace was born in Toledo, Ohio and grew ip in Massachusetts attending Phillips Academy and Amherst College. He studied at the Pennsylvania Academy of Fine Arts in Philadelphia (1939-40) and the Art Students League in New York (1945) before earning his Masters in art education from NYU in 1948.
This is possibly the Bread and Puppet Theater located in Glover.
