This item is an ornate cast brass inkwell stand crafted in the elaborate Rococo Revival style, typically dating from the late 19th to early 20th century. It features highly stylized flowing acanthus scrollwork, a wide winged tray base designed to function as a pen rest, and a central matching lidded pot to hold ink.
The pictures appear more gold/brass, but in real life, it's much more silver looking.
