Classic French wine glasses, likely produced in the 1970s or 80s. Based on the "FRANCE" stamp on the base and their distinct silhouette, these are almost certainly Luminarc, commonly referred to as Emerald Stem or Alsace wine glasses.
Traditionally, the green-stemmed "Hock" style was designed for serving white wines from the Alsace region of France or the Rhine region of Germany. The clear bowl allows you to appreciate the wine's color, while the colorful stem adds a decorative touch typical of Mid-Century and Retro European barware.
