This print is by Robert Toyokazu Troxell (1949–2025), a Japanese-American artist known for his work in both printmaking and ceramics. Titled "I-70 Rainstorm", signed and dated 1987. Etching, likely on B.F.K. Arches paper, a common choice for his works from this period.
