This is a 3piece Fenton Opalescent Hobnail Fairy Lamp. A fairy lamp is a decorative glass candle holder—consisting of a base and a covering dome—designed to safely house a small candle (tea light or votive) for a soft glow. To use, place a candle in the base, light it, and cover it with the glass dome. Its very hard to find the ones with 3 pieces. The white seems to be glass frit - it is not painted.
