Stephen Hodder cira 1995. It is signed Hodder and I confirmed with the artist that this is one of his designs. He stated the effect is called crizzled where the hot glass is dipped in cold water while the bubble was still hot and then blown into an optic mold to achieve the fluted effect. He also stated this bowl is best displayed on a white/light surface with the light shining down on the bowl to accentuate the amazing textures and ribbing as the light passes through this beautiful piece of inidgo, blue- violet art glass bowl.
