Good condition considering its age.
This is a vintage Chinese vermilion ink pad case, often used for seals or stamps, known as hanko or inkan. It is a blue-and-white porcelain container with a lid decorated with a dragon motif (white and blue). It comes in it's original box, which is upholstered.

The "Sometsuke" style is a traditional blue and white porcelain technique that originated in China and was later adopted and adapted in Japan. However, the name might emphasize the original Chinese influence for the design aesthetic.

There are Kanji on the box. Kanji were imported to Japan from China over a thousand years ago. Over time, they were adapted to the Japanese language, with some kanji given new readings based on existing Japanese words.

My research dated this from both the 1970s and 1980s, so I'm not certain.
