This is a Chinese copper Cloisonné flower brush pot or pencil vase. The size is 3”T x 3 7/8”W. It is beautiful. It is in good condition for the age, with a couple small blemishes, as shown in the photos. It would serve well as a pen holder or a brush pot. I think it is mid to late 20th century.
