This piece is an American Rookwood Pottery "Vellum" series ceramic vase by Lenore Asbury, circa 1925.
Rookwood introduced the "vellum" glaze in 1904; it is characterized by a matte surface with slightly "frosted" appearing decoration beneath.
Lenore Asbury was a printmaker and painter that worked for Rookwood.
