Britannia metal is actually a British name for pewter. This holder is silver, plated over pewter. Pewter was considered too French a name at one point, so to make it more British it was renamed
Britannia. It is a mixture of tin antimony and copper.
This piece is by S.H. Derry & Son in Sheffield, England. They produced all manner of things for the new Victorian palate, that didn't want their grand ma's pewter.
It think this piece has character. It all little stumpy legs. It is shabby chic, and makes a great
soap holder in a vintage bathroom.
