Most likely it will decipher as "F. Hemony me fecit anno 1565" (F. Hemony made me in 1565) since we found similar bells with the full text around the web
A scene with two horseman facing each other and holding some long weaponry, like muskets. The feathers on their heads are symbols of nobility status. A boy with a dog goes being, while other is preparing one more gun. Most likely a hunting scenario
The handle of the bell is shaped as a seated animal, possibly a bear or a feline (could be a Harmaline), holding a shield with heraldry symbol - an arm bearing a torch or something similar
Circa late 19th/early 20th century, most likely Dutch or English
Similar bells were produced around 1880's reminiscent to the work of the 16th/17th century brothers Pierre and Francois Hemony, famous bell makers from the Low Countries, who developed the carillon. The quality of sound of their bells was unsurpassed at the time
The clapper is from iron, the tuning is loud and clear
