This is a silver-plated wine glass cooler traditionally known in French as a verrière or rafraîchissoir à verre. Today commonly used as a Monteith style centerpiece bowl/cachepot.
The deep u-shaped notches along the scalloped rim were originally designed for the specific purpose of stemmed wine glasses or champagne flutes to be hung upside down by their bases along the edge. The bowls of the glasses suspended into the basin below, which would be filled with ice water to chill them before serving.
Lovely warm patina to the silverplate. The handles are nicely decorated with leaf shaped accents.
