He wasn't fishing for fish, but waiting for a righteous ruler who recognized his wisdom.岐山入梦辰 (The morning the dream occurred at Mount Qi): This refers to King Wen of the Zhou Dynasty dreaming of a flying tiger with wings, a sign that a great sage was near. Following the dream, King Wen traveled to Mount Qi and discovered Jiang Ziya fishing by the river.
