The openwork cage is essentially a rectangular block of iron strips welded together and a swing handle mounted on the top, with one door to load in the bottles then flip the latch. Note the peg to secure the lever has been lost at some point (though a new one could easily be added). Here is a conversation piece for a kitchen, home bar, or wine cellar.
