Stangl studied painting at the Berlin-Weißensee School of Art under Ronald Paris, Hans Baltzer, and José Renau, and then from 1972 to 1977 at the Dresden Academy of Fine Arts. Afterwards, he worked as a freelance artist in Berlin-Lichtenberg. He was a member of the Association of Visual Artists of the GDR. In 1980, he left the GDR and moved to Berlin-Kreuzberg. Alongside his artistic practice, Stangl was also active in teaching and organizing, including being a co-founder of the first Berlin Summer Academy. from 1990, he held a visiting professorship at the Berlin University of the Arts, and in 1983, a visiting professorship at the Hamburg University of Design. He was chairman of the Luckenwalde Art Gallery's art association and, from 2006 to 2008, chairman of the Kulturpark Berlin association.
