This is gorgeous hand painted Asian style lamp by Frederick Cooper. It has blues, yellow, orange, red, and green in a swirling pattern with a butterfly border, top and bottom. The colors look Mediterranean to me, but it has a heavy brass Asian style base. The painting is really pretty and extremely well done. It has shading in it which is key to a good hand painted art lamp or vase, it's key to Chinese vases to date them. The older ones have this kind of paint detail. Anyway it's very artistic.
The quality of Frederick Cooper lamps is very high. Beautiful painting, heavy hardware equals great product.
