Seems to be a political gathering of American Pilgrims (due to their hats) discussing, writing and reviewing a document. Seems to be a heated discussion. Men seated around a table with their Pilgrim Black Hats Hung on wall hooks around the room and very expressive faces and gestures as Folk Art caricatures- probably painted to express a political point of the day's politicians.
