James March Phillips studied art in San Francisco. His intructors were Alfred Owles and Louis Rogers, both well-known illustrators. During the 1940s and 1950s, Phillips produced watercolor and gouache paintings depicting california landscape and seascape subjects. This painting is titled Wild Mendocino Coast.
