She is identified as Mrs. Charles D. Westcott as noted on the back of the canvas. The back also says the painting was done Jan 1927 in Washington D.C. and is signed Hans Schlereth (German b. 1897). Interestingly enough Hans Schlereth also painted a portrait of Theodore Roosevelt in that same year.
