Item has no longer manufacturer's label (Nashco use paper labels which can come off from use), But it is hand-signed by the artist - La Verne.
La Verne was a historically known artist for Nashco Products Co. and the style, apparent age, etc. are consistent with their products.
The Nashco Products Co. of New York City produced such trays 1920s - 1950s.
