Unsure of the original purpose, but it was likely a carryall for a steel worker or other tradesman. Today it can be used as an office or kitchen organizer; in fact, the top section that lifts out can be a table-top organizer while the bottom section can work as a magazine rack or waste basket. The handle can be laid down or is able to stay upright on its own.
Great green color and patina.
