Herald was originally from Forfar in Scotland. His technique is considered blotesque style like that of Arthur Melville.
This is a beautiful example of his work. Fishwives. Possibly on a beach on the Scottish east coast.
Has been framed in a lovely brown/almost black frame behind glass.
