A rare and exceptionally personal 1975 presentation of “The Development Set,” uniting a period satirical illustration initialed by the visual artist “TCR” with the complete poem by Ross Coggins and a separate handwritten dedication signed by Coggins.
Rendered in a commanding palette of vermilion red, black, and cream, the tall composition centers on a pipe-smoking, monocled foreign-aid official dressed in safari attire and carrying a briefcase and travel bag. He strides above a diminutive tropical village of palm trees and thatched structures, becoming the visual embodiment of the privileged, internationally mobile development establishment satirized by the poem surrounding him.
The illustration is initialed “TCR” and dated “75” at the lower left. The artist’s full identity has not been confirmed, and no edition information is present.
Ross Coggins’ name appears at the conclusion of the poem, followed by a separate personal inscription written to the original recipients:

The applied paper surface exhibits vertical seams, creasing, rippling, and areas of shallow lifting beneath the glossy finish, together with scattered abrasions and localized paper loss. The most noticeable losses appear near the upper center and along the upper-left edge, with a smaller affected area within the vertically arranged title. At the upper-left corner, the black edge covering is split and partially lifted, exposing a small amount of the board edge beneath. Minor rubbing, small chips, and edge wear are present elsewhere around the black perimeter. These features contribute to the panel’s authentic, as-found character, and it displays well without intervention. The underlying board is structurally intact. There are no visible broken boards, major warping, or apparent water damage. The central illustration, complete poem, TCR initials and 1975 date, personal dedication, and Ross Coggins signature remain clear and legible. The reverse retains its black backing, two securely attached D-ring hangers, and four protective bumpers. The hanging rings display mild oxidation, while the backing has light scratches, dust, edge rubbing, and a visible construction seam.
