Heinrich Tomec was born in Prague, the son of a tailor. After attending the civic and trade school, he apprenticed from 1879 to 1884 in the painting workshop of the Prague National Theatre. from 1887, he studied at the Vienna Academy, where he attended the special school for painting under Eduard Peithner von Lichtenfels until 1892. from 1896, he was a member of the Vienna Künstlerhaus (from 1900 to 1901, the Hagenbund). In 1912, he became a corresponding member and in 1923 a full member of the Bohemian Emperor Franz Joseph Academy of Sciences, Literature, and Art. He was a friend of Johann Nepomuk Geller and married his sister.
Tomec primarily painted Impressionist landscapes (Mood Impressionism). Like several other students of Peithner, he favored subjects from the Wachau region, which he frequently visited. He created, among other things, views of the villages of Dürnstein and Weißenkirchen. Other landscapes were painted in the Waldviertel and Salzkammergut regions, as well as in the Czech Republic and Slovakia. Tomec's birthplace, Prague, often served as a subject for his vedute. Views of Vienna and its surrounding countryside are also part of his oeuvre. His clients included Ludwig Viktor of Austria, who commissioned a painting of the Imperial Crypt containing the coffin of Crown Prince Rudolf.
As an illustrator, Tomec worked in the field of children's and young adult literature. He also contributed to the encyclopedia *The Austro-Hungarian Monarchy in Word and Image*, to which he provided drawings depicting scenes from Bohemia.
Tomec's works are included in the collections of, among others, the Belvedere Gallery, the Albertina, the Museum of Lower Austria, the National Gallery in Prague, the Slovak National Gallery, and the Municipal Gallery in Bratislava. This piece has an attribution mark,
