Lovely EPNS (Electro Plated Nickel Silver) hand pierced cylindrical Edwardian serving piece (most likely for serving celery stalks or the like) with original fluted glass insert. Could have multiple modern-day uses from a vase to a pencil holder to a catch-all.
It is clearly marked on the base of the silver sleeve as:

Three makers marks: a crown, a lion with a hat, and a hand
Based on my research, this was manufactured by Homan Manufacturing Company located in Cincinnati, Ohio, from 1847 to 1941. This piece dates to between 1904 and 1915. The Sheffield reference is for the EPNS process, which was created by English silver company Sheffield.
The glass insert measures: 3-1/2" tall x 3-1/2" wide at top x 2-5/8" wide at base
The silver sleeve measures: 2-7/8" tall x 2-3/4" diameter
The plate has been recently polished; it appears the silver plate has worn off in the darker areas.
