This sign is composed of a wooden handcrafted Japanese Jizai Kagi fish and a black wooden sign with the Japanese character for tea in dark red; probably a signboard for a tea house or tea shop.
Old Japanese houses had (have) a sunken fireplace (irori) above which hung a Jizai Kagi (hearth hook). This adjustable Jizai Kagi was used to hang kettles and pots over the fire. Wooden fish like this were often part of the hearth hook. The fish also symbolizes protection against fire.
