It is a George III or Regency-style mahogany three-tier dumbwaiter table, also known as a butler, dessert or serving stand. 

The table features three graduated circular shelves supported by a turned central column, and stands on a splayed, tripartite (three-legged) base with grooved detailing. This style is typically English, dating from the late 18th to early 19th century, in the Georgian or Regency periods, although my guess is 1920-1940's.
