This painting is both lighthearted and glum. We've tried heartily to identify the artist, with no success. It evokes the grittiness of a late 19th- to early 20th-century cityscape, and the subject appears to be a young paperboy smoking a cigarette. Perhaps New York City or London?
Attractive and appropriate frame.
