Someone tied a ribbon to the top, I left it intact. I'm not sure what the rack part would hold, maybe kitchen spoons, or narrow stem pipes? It could be used for anything though, such as a place to hang your jewelry.
Very good clean condition, no cracks, only a couple of tiny chips on the wing tips, nothing serious. And the paint has faded with age.
