This really is a charming framed watercolour painting of a French Pigeonnier.
The Gascons of France referred to dovecotes as pigeonniers or colombiers.
The rule of law was in order to have a pigeonnier on your property you had to have more than 25 hectares of arable land attached to the property. This obviously resulted in wealthy landowners competing to have the best looking building. This piece has an attribution mark,
