This is a Chinese Mudman figurine, also known as a Shiwan Mudman, which is a type of collectible ceramic figure.
Mudmen figurines originated in China, particulary in the Shiwan region of Guangdong Province and were popular from the late 19th to mid-20th centuries. They are typically small, handcrafted figures made from clay or mud, often depicting various characters, from Chinese folklore.
The figurine measures 4" x 3.5" and is 8" high.
