Born in Vienna on April 8, 1878, he initially received private art lessons before studying at the Academy of Fine Arts Vienna under prominent artists such as Eduard Peithner von Lichtenfels, Siegmund L'Allemand, Kasimir Pochwalski, and August Eisenmenger. His talent was recognized early, earning him the prestigious Rome Prize, which facilitated study trips to Italy in 1899, 1905, and 1906. ​ During World War I, Stalzer served in the Austro-Hungarian Army, initially as a technical draftsman and later as a war artist for the War Press Bureau. In this role, he created portraits of notable figures, including Prince Leopold of Bavaria and Ottoman statesman Talât Pasha. ​ from 1909, Stalzer was a member of the Vienna Künstlerhaus. Between 1922 and 1924, he lived in Sweden. Despite his prolific output, he lived in modest circumstances. His works are held in esteemed institutions such as the Wien Museum, the Albertina, the Museum of Military History in Vienna, and the Society of Friends of Music. ​ Stalzer passed away in Vienna on June 30, 1940, and was buried at the Vienna Central Cemetery.​ This piece is attributed to the mentioned designer/maker.
