William i or wilhelm i (1797–1888) was king of prussia from 1861 and german emperor from 1871 until his death in 1888, dating this scene to that period.this watercolour is one of a collection of works relating to the dover area in kent, apparently connected to the estate of old park at whitfield, northeast of dover. The artist had a preference for depicting senior statesmen, aristocracy, politicians and royalty, indicating that they were someone operating in these circles.
