Hamel was born in 1866 in Erfurt, the son of a decorative painter. After primary school, he attended the Royal Erfurt Art School and studied with the historical painters Eduard von Hagen and Emanuel Semper. With a scholarship from the city of Erfurt, Hamel continued his studies in Berlin with Max Koch and Franz Skarbina.

In 1888, Hamel received a state scholarship to study in Italy, and a year later he opened his first studio in Berlin. He continued his studies in Paris, where he came into contact with Impressionism. In 1890, after Hamel's return, he was appointed professor of decorative painting at the School of Applied Arts in Hanover. He headed the decorative painting department there for 32 years.
