This appears to be a custom fabrication of some kind dating to the mid/late 20th century. The base is a solid steel/iron bar. Very heavy and structurally sound. It has drill holes in it where screws mount a large seat cushion. Pease note the dimensions because it may be necessary to make adjustments to the given piece.
The base alone could support a large piece of marble and possibly be used as a long architectural table base. Either a Low Console Table or a Coffee Table. Pending height requirements could modify to fit needs or leave as is and just replace the cushion top with a table top.
