Judging from the style of the sailboats and the name of the artist (something along the lines of "Sitoleux") I'm of the opinion this painting was created by a French artist. Whether it has as much age as the style of the boats would suggest is open to speculation, as the canvas and wood don't seem to be abundantly steeped in age.
An extremely attractive rendering in a quasi-impressionist fashion and presented nicely in a gold-patinated frame in excellent condition.
The painting with frame measures about 16 by 12 inches, and the image itself, about 12 5/8 by 8 1/2.
