TSASC is a local New York Development Corporation whose debt is secured by tobacco Legal Settlement revenue. TSASC stands for "Tobacco Settlement Asset Securitization Corporation".After the landmark 1990s settlement by the tobacco industry in a suit brought by several states, TSASC took the promise of those revenues and securitized them so that the present value of those funds could be immediately deployed by a local development company for the benefit of "the People".. It was 1990s Wall Street magic pulled off by some of the masters of the day.Salomon Smith Barney was the Manager of the deal, while J.P. Morgan & Co. and Bear Stearns & CO were the Co-Managers.
